Biometric registration at madrassas coming to Afghanistan

The Afghanistan government plan to biometrically register students and staff at madrassas across the country. Though there are some reports that staff do not want to help with the registration process. 

The intent is to move madrassas under the control of the government and to prevent some people from registering at a madrasa without the government knowing.
